The recommended fix is still Microsoft's installer, linked on the vcruntime140.dll page: it puts the files in the Windows folders and keeps them updated.
This ZIP is for the cases the installer does not cover: a program that needs the files in its own folder, or a PC where the installer will not run.
x64 is for 64-bit programs on 64-bit Windows. A 32-bit program needs the x86 set, even on a 64-bit PC.

Unpack the ZIP.
Copy the DLL files into the folder of the program that shows the error, the folder with its .exe file.
Start the program again. Do not copy the files into System32 or SysWOW64: run the installer for that.
