Unfortunately but it seems like users still keep having problems with the 0x80071771 error. Microsoft has not provided any solution for this issue yet.
However, you might want to check if your folder that you cannot access is not set to read-only:
-Right-click on the folder you are trying to access and pick "Properties"
-In the General tab, locate "Attributes" and de-select "Read-only (Only Applies to files in folder)"
-Click "Apply" and then "OK"
