The recovery tool (USB connected external hard drive) is not automatically being picked up by the computer upon reboot. When I hit F8, the computer goes black and then straight back to the blue Recovery screen. The only button that works is the Esc key for UEFI Firmware Settings. However, I have no idea what to do when I get to that screen.

All you have to do is to change Boot Order, which you can do by accessing BIOS. Usually, BIOS can be accessed by clicking F2 key at boot. You can find a comprehensive guide on how to change the Boot order on this post. Refer to the Fix 2.
