after updating my PC, I can’t access certain sites in edge or chrome. this includes https://support.microsoft.com/en-us . I get an error that is ERR_SSL_BAD_RECORD_MAC_ALERT in chrome and Error Code: INET_E_DOWNLOAD_FAILURE in edge. Any ideas?

Whatever the reason for ERR_SSL_BAD_RECORD_MAC_ALERT and INET_E_DOWNLOAD_FAILURE appearing on your browsers, it seems to be universal and affects legitimate websites that should not have any problems with SSL certificates.
The most likely cause for these errors to occur is your anti-virus software. You should disable scanning of the encrypted connections feature.
Other solutions include adding the problematic sites to Trusted Sites list, updating your software, or altering your router settings. Please follow this guide to find out all the details: https://ugetfix.com/ask/how-to-fix-err_ssl_bad_record_mac_alert-error/.
