Disk cleanup is stuck. I have used command prompt to try to fix it, but with no results. Many on the internet relate the problem to Windows update, but that is not the case here. Windows update works just fine.

How long was the Disk cleanup running for? It is normal for it to run for a few hours before it is complete. We would recommend letting it run for the time you are going away from the computer for a while (e.g., at night).
If it is still stuck, you might want to check if you have the Windows.old folder that holds the older version of Windows (it should be under C:\Windows.old). If that is the case, please delete it and then try rerunning the Disk cleanup utility.
If that did not help, you could try running a Clean Boot option. Here's how to access it:
1. Type in "msconfig" into Cortana's search bar (or after pressing Win + R) and hit Enter
2. Go to Services tab and tick "Hide Microsoft services"
3. Click on Disable all
4. Follow up with OK (do not restart your computer yet)
5. Next, press Ctrl + Shift + Esc to open Task Manager
6. Go to Startup tab
7. Disable all the "high impact" processes
8. Reboot and try running Disk Cleanup again
