Sorry for the late response. If you haven't fixed the 0x80070032 error yet, we'll try to help you. One of the possible solutions for this problem would be to remove the NGC folder. If you haven't tried that yet, please follow these steps:
1. Press Windows key + X keys and select Command Prompt (Admin).
2. In the Command Prompt window, copy and paste the following commands one-by-one and press Enter after each:
takeown /f C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC
icacls C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC /grant administrators:f
3. Then open File Explorer and search for the C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC path.
4. Remove the NGC folder and restart your PC.
5. Now try to recreate your PIN.
