It might be that your parental control settings are not configured properly. Please follow these steps:
1. Right-click on Start and go to Settings > Accounts > Family & other users.
2. Select Manage Family Settings Online.
3. Login to the Child account (or any other that you set).
4. Turn on Set Limits For When My Child Can Use Devices if desired.
5. Next, select Web Browsing and turn on Block Inappropriate Websites.
6. On the left side, click on Apps, Games & Media. Enable Block Inappropriate Apps And Games function.
7. Finally, select Activity Reporting and enable Turn On Activity Reporting.
We suggest uninstalling other browsers and only keeping Internet Explorer and MS Edge for this to be effective.
Configuring all the installed browsers so that the access would be limited to one website is indeed possible, but it requires advanced solution methods. We would strongly recommend checking if your parental controls are set correctly. Otherwise, you can resort to external sources, such as OpenDNS or a browser extension like StayFocusd.
