When did this issue started? Have you installed Windows Update or initiated any other system's changes? The first thing that you should try is a full system reboot:
Hold down Enter and Shift buttons together and keep holding them while pressing Power button. The system should not initiate a full reboot. Hopefully, after that the IDE configuration window is gone.
