Unfortunately, but there is no easy way to disable the auto-play feature on all websites, as the feature is configured by the developers of the site that you visit.
Our first advice would be installing an ad-blocking extension, such as Ublock or AdBlock. These apps would stop many commercial-type videos from being shown in the first place.
The other method would be disabling the Flash auto-play, although it will only stop Flash-based video from being shown. Here's how to do it on Chrome:
1. Click on Menu and pick Settings
2. Go to Advanced and then select Site Settings
3. Locate Flash
4. Toggle the lever to the right
